President Biden promised to end forever wars.
But his administration has yet to take meaningful action.
For over two decades now, US presidents have authorized unlawful and secretive killing abroad in the name of counterterrorism.
The US extrajudicial killing program violates the law and has caused years of harm to people in majority-Muslim countries.
It must end.
