Appearing with Mark Levin, Ken Starr predicts Democrats will fail to convict President Trump on their 2nd impeachment attempt.
Starr says “the text of the Constitution to me is absolutely clear that judgement in cases of impeachment runs to removal…and so a former officer by definition can’t be removed.”
“The Senate is utterly without jurisdiction to try Donald Trump,” he later adds.
