Tuesday, Dr. Deborah Birx, response coordinator for the White House Coronavirus Task Force explained part of the delay to respond to the coronavirus pandemic was due to missing data and confusing numbers from China.

I think when you looked at the China data originally and you said oh well there’s 80 million people or 20 million people in Wuhan and 80 million people in Hubei and they come up with a number of 50 thousand you start thinking of this more like SARS than you do a global pandemic.
So I think the medical community interpreted the Chinese data as, this was serious, but smaller than anyone expected because i think probably we were missing a significant amount of the data, now that we see what happened to Italy and we see what happened to Spain and so what was modeled as not a lockdown.
Two countries did remove people from homes that were positive and put them in separate spaces. That also wasn’t modeled but it could be modeled.
